There's been a combination of factors working against them this year.
ITV and SyCo had a disagreement about who should be on the panel. From what's been said Cowell wanted to ditch Barlow and Rowland whilst ITV wanted to keep everyone and have some sense of continuity after a couple of years of being all over the place. The eventual compromise was to get rid of Rowland who apparently wanted more than anyone was willing to pay to return. The fact that the majority of Cowel's time has been spent finalising the panel for the US version hasn't helped either. He's been busy wooing Britney Spears which has left ITV and SyCo down a key player in negotiations for the UK show.
Having said all that there was a shortlist of potential judges and it seems that all of them either said no or a deal couldn't be reached (in time) that everyone was happy with. Dannii was obviously the closest they've come to filling the seat so far but she priced herself out of the market it would seem.

Pretty sure that if they wanted a 4th judge from the start they could manage to get one.
This is the second time its happened and the first time was because they couldn't fire a pregnant woman.
The truth is that filling the seat full time after the auditions have ended is simply much easier than getting people to take part in the audition process. Its a long process with long days and matching up schedules for it, particularly on short notice, can be almost impossible. Whereas for judges house and live shows its much easier because its a shorter time commitment. Plus whoever takes the job at that point knows they're going to be the focus of major hype. Although from ITV's perspective seeing the new judge might help sell the judges houses stage a little more.
I suspect everyone is basically setting themselves up for failure though here. No one they're going to be be able to get is going to live up to the hype and expectation that's going to be thrown at them.
